See Something, Say Something: Formal Complaint Template

During the November 2026 Election, if you experience or witness conduct that you believe violates Missouri election law, document what occurred and submit the Missouri Secretary of State’s official Election Complaint Form. Filing a complaint creates an official record.

How to prepare it

Complete the form carefully and provide a clear, factual account of what you personally observed or experienced. Include:

  • The date, approximate time, and polling-place or election-office location.
  • The names, titles, descriptions, or other identifying information for the people involved, if known.
  • A chronological description of exactly what was said or done.
  • Any supporting materials, such as photographs, written notes made at the time, documents, correspondence, or relevant video information.
  • The Missouri election-law provision or provisions you believe were violated—Chapter 115, Election Authorities and Conduct of Elections.

Important caution

Submit complaints in good faith and only when the facts provide a reasonable basis to believe a violation occurred. Under § 115.642, RSMo, a “frivolous complaint” is one that is clearly lacking a basis in fact or law. A person who files such a complaint may be liable to the accused person for actual and compensatory damages for falsely placing that person before the public.

This does not require absolute proof before reporting an incident. It means the complaint should be fact-based, specific, accurate, and tied to a legal requirement—not rumor, speculation, or a disagreement unsupported by facts or law.

Submit the complaint

Use the Secretary of State’s regular Election Complaint Form for an alleged violation of Missouri election law. The Secretary of State’s Elections Integrity Unit is required to evaluate each complaint and provide a written response. The office also operates the election-complaint information line at 1-800-669-8683.
